My idea was to create a collection of locally focused information repositories; essentially the complete â€œdigital manifestationâ€ of a town, providing access to everything that is offered in the â€œrealâ€ town at a digital level. By combining the ability for users to create their own content, via an innovative wiki, employing machine learning and language processing (NLP), the creation of a highly relevant information source covering nearly everything is fostered.. Unfortunately, you can't log in and check it out without being a resident. Which is why I said, may be not the way you pictured it. 

Also, what's stopping your community from creating a group on facebook and posting things there? Use google docs to create searchable lists. Not ideal, sure, but will do for a scenario that no one would want to pay for or take the trouble to create log ins for. :)]]></description>

You'd not only have one neighbor that hated you but they could recruit the others and you'd be worse off than before.  In other words, please don't let your dog bark all night long while everyone is sleeping, lady in the house next to mine.]]></description>

A person in my neighborhood started this free service.  It seems only a few persons join it.
Unfortunately most people are annoyed by the neighbors.  
People have dogs running wild without leash, dogs poop on people's yard, cars running too fast, etc.  I had some items stolen from the garage when I accidentally left if open late at night.
Generally people of the same economic status live in the same neighborhood.
But there are exceptions. 
People of different levels of education don't have much in common.

My neighbors and I have always collaborated on driveway sealing, tree !$%*!$%*! snow plowing, grass cutting, pet sitting because we talk to each other.

My neighbor across the street came over with his snow blower during the worst storm of the winter and plowed the end of my driveway, where the city plow plugs it up with ice and salt, WHILE SUFFERING FROM A BROKEN ARM because he couldn't stand to see me struggling. Even geeks can develop enough interpersonal skills to make something like that happen in their lives.

<description><![CDATA[Came here to post EveryBlock.com as well. They are growing and expanding slowly as demand is built in each city. This type of website takes years to launch fully since it's useless without a certain level of participation.

The neighborhood I live in has had a Facebook group/page for years which contains about 700 users and fulfills many of the purposes Scott has outlined. I image other neighborhoods are using something similar in the form of a common message board. In practice, a more general message board with a few categories is all that is needed since it would be too complicated to come up with every possible use that people would have.

<description><![CDATA[This is already happening in Kansas City and has been for several years. We use Google Groups to communicate about lost pets, suspicious activities, babysitting needs and trade info on plumbers. Basically, you have one or more people who administer the group and allow people to join it. Once they are approved to join, people can post their own comments.

We still have a website and a Facebook fan page, but the Google group is unique because it allows people to initiate conversations and communicate directly without having to go through the neighborhood association.
