I think this joke fell a bit flat. Probably because I read later strips before this one, and in later strips it is Dilbert that prizes efficiency and managment that would come up with things like forms that change so fast they become outdated within minutes.
I read that book too. Dilbert was named by a co-worker, I believe, in a sort of 'name the character' competition Mr Adams held within his workplace. He said he didn't know it at the time, but Dilbert was the name of a pilot used in some sort of military cartoons showing what NOT to do.
I think he had a friend serve the military or something and said friend suggested the name Dilbert for well, Dilbert. I read it off 7 Years of Highly Defective People. That's pretty much why I'm up-to-date with all characters even if I'm just starting to read all the strips.
