He's not quite Wally yet, but I think the Wally character will be in full swing by 1994.

At this point "Wally" wasn't quite established yet. He may have been called Wally in the strip Kieren refers to, but was also occasionally referred to with other names like in this strip.

That is Wally (See 21 Oct 1991). We never see him getting snorted so maybe Norman is just another guy who made the same mistake
