Dilbert is being sarcastic. He's experiencing "learned helplessness" in that he could tell the boss why it failed, but why bother? He tells him all the time, but nothing changes. So why not just mock him sarcastically and blame it on something dumb like "It was meant to be", which is what people say when they are too dumb to think things through all the way using syllogisms.

I think he is saying projects fail because they were never clearly defined at the start.
