This is also the way politics and voting works: We vote for the guy who promises more service and better welfare, while cutting taxes.
This is not just a "CEO thing", this is a general "human thing" (and thus a "Dogbert thing"...)

That first sentence of Dogbert's is illiterate, I'm afraid. It has to be "We're paying too much tax" or "We're paying too much in taxes".

I think bussiness issues are universal even if I am from otherside of the world that strip makes lots of sense. :)
