A couple of years ago i owned a pretty small cybercafe in a modest district. i received the visit of the tax inspector and even sanity inspector not once but twice. BTW i don't have trouble with it but was annoying and unfair.
So yes, law is created to piss the small one and to be permissive to the big one.
