Clearly Ted thinks the only way for him to do the job will involve him standing on the window ledge himself and scaring the pigeons away, presumably by flapping his hands while trying not to fall off. In which case maybe he is too clueless for his current job anyway.

@dennisgorelik: I'd say the obvious one is the one I outlined below, namely that his concern is the appearance of the ledges and not Ted's welfare. It's what PHB seems to imply himself - after all, sometimes a cigar is just a cigar. ;-)
