Unfortunately, I think Dilbert is missing the big picture here. Meetings like this are usually attended by an assortment of Wallys and PHBs. This keeps them out of circulation, allowing real work to be done in their absence. Dilbert's competence is the glue that keeps all the incompetents together in meetings. His only real task is to make sure that the cycle of unproductive meetings continues. He needs to realize that he's taking one for the team.
Dilbert should have quit and come back as an expensive contractor.
Dogbert would give that advise to him one day... but Dilbert would chicken out because the economy is bad.
