This is how technology decisions are made in corporate America, the one who knows what to do has no authority to do it. And the one who has the responsibility to make the decision doesn't understand the subject.

Dilbert’s suggestion sounds more like something that would come from a character like Dogbert, who enjoys stirring up trouble and humiliation for others and fears no consequences. Dilbert will insult people to their face because he has no inhibitions against telling the truth as a means of cutting past the timewasting, but in this case his insult serves no obvious purpose.
