I didn't quite understood what is the risk for Wally if he reneges i.e. if he does not fulfill his promise...Beats me...
A wild guess would be that Wally is being totally sarcastic since it is not him but PHB who has to take the risk!

hard to believe that PHB is even considering the offer. making a deal with the Devil would have been a better option, less grief.
