Other than the security guards and Carol no one else knows PHB has been removed. The security guards don't interact with any of the other staff. Carol will shut and lock the door to PHB's office; tell people he is very busy and can't be disturbed; and then act as though she is relaying and carrying out his orders. Coup complete. She could even arrange to get his wages.
