Lobbying is just marketing, you're selling your entire company to politicians.Financial and management are marketing too. You're selling your entire company to venture capitalists and other short term sources of money.
HR markets the company to prospective employees, making them believe they're so useless the company is doing them a favour hiring them at all.

marketing is not the best fit for that, currently. management, financial, HR, lobbying department are doing even better.
