Dogbert is asking him if he is near the stairs so that Dogbert can ask him to fall down the stairs and in the process 're-boot' his brain.Had Dogbert asked him to jump out of his window (some people might like to spell that as 'Windows'!) he would have given the caller a BSOD aka Blue Screen of Death! :)

@RizwanxI LOVE dogbert tech support! This MUST become a recurring theme, like elbonia.
If you were your friend's unofficial tech support (for some reason they think I am computer literate) you would know.
Once, there was this case were I kept telling a friend of mine that he shouldn't download 500KB wma files from limewire, because they are all locked garbage from RIAA, yet he kept downloading them!
I wish there were some stairs nearby so I could reboot him.
