The three option strategyOption 1 - You do not want this but present it to the PHB as your top recommendation.
It has one obvious flaw. The PHB notices it (some must be lead to it) and dismisses your recommendation showing their superior insight and managerial acumen.
Option 2 - This is what you really want. It would work except for a problem you "cannot" solve. PHB goes into hero mode, solves the problem (they may need help), and decrees your second choice thereby displaying their superior insight and managerial acumen.
Option 3 - always cannon fodder. This is for the PHB's PHB to show all options were fully explored.

You're supposed to present the options in a way that makes what YOU want seem like a no-brainer. Jeez, have you learned NOTHING from politicians?
