Sounds like the meeting just before the yearly downsizing at a company I contracted for. They did their annual downsizing at Christmas.
Also:

1. Get Tax break incentives from the city in return for maintaining an agreed upon number of employees.
2. Lay off employees way below the contracted level made with the city to get tax breaks.
3. Count Temps & Contractors as employees so the city never finds out they violated their contract.

Human nature is predictable..., all the way back to the bully in the sandbox.

When people join a hierarchy for the safety of the food-trough, they are at the mercy of who fills it. They have chosen their position is this arrangement.

Why complain, however wittily, about the farmer when one has chosen to be a pig? Oink?
