Read the Wikipedia article about the "Dutch sandwich", then go back to the strip and you can fully appreciate its awesomeness.

I thought DogBert was trying to con PHB into paying for lunch. Imagine my surprise to google search “Double Irish†and “Dutch Sandwich†only to find that these tax deals are REAL!
