Interesting. Sounds like my office. As a goverment contractor, I find it interesting that I cannot make a decision; but I am allowed to present my evidence and arguments in such a way that I can predict with 90% confidence that I will get the answer that I want.

Kind of like when you are consulting for a government entity. You almost never get a straight answer.

PHB is actually from a country where it's not customary to give an "answer" to a "question" perhaps?

Dilbert can make a real consultant; he is so good at depicting PHB's style and is not afraid to rub it on his face.
