No! With reference to yesterdays strip, I think the PHB is utilizing Dilberts presentation skills to assert some discipline at the Seattle office! Maybe I am wrong, but that is how I would do it...passive-aggressive techniques are subtle, but lethal!!!

PHB just doesn't want Dilbert around, and the meeting will be anything but quick.

If Dilbert wins a deal with the new client, PHB will take credit for mentoring him. But if he fails, Dilbert will have a hard time during appraisals.
