Is this an attempt to curtail Wally's future excuses for not doing his job? How unfair!

The company once asked us to write up a description of what we felt our jobs were. As I thought this a waste of my time, I replied, sarcastically, "To do the best I can with the tools I've got."The project manager came back to me with "This is unacceptable"
I amended my job description to read "To do the best I can with the tools I've got and, time budget permitting, acquire new tools as appropriate."
Nothing further was said on the subject…
But I would get handed a partial schematic on a piece of note paper and 2 electrical connectors and told "Build this interface" or a bar napkin with a sketch, "here's an idea, give us a Mil-Spec proposal."
So much for sarcasm.
