Well, even if the PHB is a tool, he is not a good enough tool to do Wally's job. Wally's job is to do as little work as possible while maintaining the job whereas the PHB's job is to get the biggest pay rise possible and then do as little work as possible; clearly here the PHB with a single priority before doing as little work as possible is not capable of doing Wally's job.
