Aside from the jovialities here...It is globally true that those deep in greed and corruption also often have great leverage in making and/or changing laws, rules, and ordinances.

Of course as a part of Ratbert's peaceful protest he will next want to set-up a tent to sleep in and a food stall for giving food to any others that join him; However both of these things require completely separate permits to the permit he just brought.
