Pretty sure this is a record of an actual call I had with Time Warner Cable support.No wonder I dumped them last week.

When i hear "digital modem" I think of ISDN. It wouldn't surprise me if PHB was still on 9 year old ISDN contract, and pay as much as a DSL connection but download at 64Kbps.

The abuse was so flagrant that even PHB got a clue XDOn a related note, I had a problem with my modem last month... and the solution was rewiring, because all the old wires had trouble with humidity.
