Where I work that would result in Daily Team meetings by a project manager from India no one can understand, creating weekly Metrics for management, multiple Excel Spreadsheets filled with outdated server information, request forms that are worse than applying for a mortgage, creating change management records, 2 change management meetings per week to get approvals, chasing down people to approve those Change management documents after they are approved and then actually doing the work if time permits.

If it has been anyone but Wally, the comment about it being too easy would sound like disappointment and would be seeking a greater challenge. Maybe to increase the amount of nonsense they speak till someone calls their bluff.

But since its Wally, he is happy just to coast along, using as little effort as possible.

The PHB method of implementing these/this idea (virtulize the process and move to the cloud) is just telling his boss.

As soon as you analyse, you see the terms are vague at best.
