With people like this, you need to schedule progress meetings, make regular phone calls or casual face-to-face encounters (ex: "so how's that great interface going?", "I'm coming over tomorrow to see it working!", "Look, here's the Interface wizard!").
If the person does not respond to this mild treatment, the next level is to include his manager in the chit-chat. Also very helpful, schedule a big meeting two months later with the whole team and two levels of management and declare that Lazydude is to give a presentation on his interface and make a live demonstration of it working.
Normally this should pump enough adrenalin through his body, in order to reach the goal.
