So, if you get an "attaboy" email [which is sent out to "all users" of the company] are you considered to be performing well enough to trust?

They're both trying to present correlation as causation in the way that they think will produce the best outcome for themselves.

The same can be said of Dilbert's position.

Dilbert implies that the trust came first (otherwise he wouldn't even mention it to PHB). And PHB says directly that the performance (which proves worthiness of trust) came first.
