This is exactly why I don't use "proper channels" to deal with bad coworkers. Both that the managers are just lacking the bald pate and pointy hair to be perfect analogues of the PHB and that the bureaucracy means nothing gets done that way. Instead I dig up their expense accounts for business trips or, if those are clean, their web activities. But I have to go to someone more evil, more sadistic than the managers. I have to forward my findings to...Human Resources. It's not like the managers do their job auditing expenses or monitoring employee activities. They make me pick up the slack while they take all the credit.

I had a boss who did exactly that. It made things even worse in the office, but of course the boss was oblivious.

It's clearly not PHB's problem. It is Dilbert who made the error in judgement, and after so many years with PHB??
