Our enterprise architect is a PhD and makes suggestions that are more wishful thinking than practical. We've learned he will never accept responsibility though and thus learned to send him communications asking him to confirm what he ordered us to do. Orders quickly become suggestions, then subjects of further research, and finally disappear in a couple months.
He's a nice guy and does have some ideas sometimes, but like so many dreamers, he sees technology as the solution to everything.
He knows he is incompetent, the engineers don't need to take him seriously, however, Management does... HUM.. Looks like Dilbert and Alice have a figurehead, they can manipulate to convince the management to do what is needed. however this smells of a opportunity for him to comically bungle things up, by messing up what the engineers tell him to say.
I am just waiting for this PhD to make a "brilliant" suggestion... maybe hosting the Version Control repositories on every engineer's own machines since it'll free resources on the server... something like that which is really really dumb and yet he'll get promoted for suggesting it despite the fact it's actually completely idiotic.
