That is what I would have thought too; that's why I have no idea what AXESMI is talking about.

It seems like the boss's department would work just as well-- or better-- without him. I'm not sure whether that or the lack of his awareness that's true is funnier.

But then, it's seemed for a long time like The Boss has a small amount of brain damage..... and in Dilbertworld, that's >always< funny!* <g>

*except to anyone else in Dilbertworld, of course!
