As is usual, the managers will only take bits and pieces of the consultant's ideas... only to forget about it a few months later. It's a toss-up about whether or not the CEO and PHB will buy this idea. Although most places try to reduce costs by hiring the less-expensive, dimwitted guys, the appeal of throwing money away on an overcomplicated plan is too hard to resist at times.
There are large companies out there that automatically fire the bottom 5 to 10% based on annual emplayee evaluations. This then creates a culture of job justification, one-upsmanship, and self promotion instead of focusing on customer wants and needs. It's called a death spiral for the company.
