PHB's proper strategy should be to ask whatever questions he wants off the record. When asked how the interview went, he should say that the candidate exuded an air of confidence.

It could be an interesting social experiment, hiring employees without getting to ask them any questions first. I suspect that the results wouldn't be as bad as HR folks might anticipate.

At least, I hope not. That's how we pick juries in Canada - we don't really get to ask them any substantive questions.

The real problem here is that the interviewee may start asking questions. "What do you expect from me?" is the favorite, I think. "Do what you're told" is the obvious answer, but one cannot really say that, can one?
